pMAIN FUNCTION /ppThe Overseas Project Procurement Business Partner (BP) serves as the core liaison between the company's global supply chainsystem and the frontline teams of overseas projects. This position reports to the overseas procurement mananger, is responsible forthe end-to-end results of the procurement and supply chain process for renewable energy projects (PV, energy storage, wind, etc.)in particular region. Through professional coordination, resource integration, and efficient execution, the BP ensures the successfulachievement of cost, quality, and delivery targets for project materials, subcontracting, and services, providing critical support forsuccessful project delivery and final transaction. /ppbr/ppMAIN RESPONSIBILITIES /pp1) /ppOverall Coordination: As the primary person responsible for procurement in designated projects, deeply engage in the entire project lifecycle from development and pre-bidding support to construction. Coordinate the formulation, execution, and dynamic adjustment of the project procurement plan. /pp2) /ppStrategy Formulation: Lead the creation of the Project Procurement Strategy, defining the overall procurement approach, package breakdown, resource strategy, and risk mitigation framework.` /pp3) /ppRisk Management: Systematically identify, assess, and coordinate the response to potential risks across the entire procurement chain(market, commercial, technical, logistics, customs, legal), ensuring supply chain stability and security, and being responsible for the timely reporting of procurement risks and anomalies. /ppbr/ppProcurement Package Execution /pp1) /ppClosed-loop process Execution: executing the entire closed-loop process from application, preparation, RFQ/bidding, negotiation,and contracting to delivery and fulfillment. /ppbr/pp2) /ppCost Reduction Efficiency: Undertake cost reduction targets for assigned packages, achieving project economic objectives throughprofessional sourcing, negotiation, and data analysis. /ppbr/pp3) /ppDelivery Assurance: Ensure the on-time contract signing rate and on-time delivery rate for assigned packages are no less than 95%;proactively follow up on equipment production and subcontracting construction processes to coordinate schedules and ensure project progress. /ppbr/ppSupplier Network Development /pp1) /ppSupplier Planning: Deeply participate in and support the supplier development plan for the assigned country/region. Establish and maintain a localized supplier resource pool and qualified supplier list covering key categories such as subcontracting, equipment, and services. /ppbr/pp2) /ppSourcing Qualification: Independently source, evaluate, and onboard high-quality local suppliers and subcontractors within the region who meet company standards, particularly in fields like BOS, EPC, design, and labor services. /ppbr/pp3) /ppPerformance Management: Organize and conduct regular performance evaluations for suppliers, driving continuous improvement and optimizing the supplier structure. /ppbr/ppCross-functional Collaboration Support /pp1) /ppInternal Synergy: Serve as the procurement interface, working closely with internal teams such as project management, technical,legal, cost control, and quality safety to ensure smooth information flow and efficient decision-making. /ppbr/pp2) /ppGuidance of Authorized Procurement: Conduct pre-review, process supervision, and professional guidance for procurement activities carried out by the project team under the authorized procurement policy, ensuring compliance and standardization. /ppbr/pp3) /ppLesson Learned: Lead the post-mortem /ppEducation Major: Bachelor's degree or higher in Supply Chain Management, Engineering Management, International Trade, Business English, or a related engineering field. /ppbr/ppWork Experience /pp1) /ppA minimum of 5 years of experience in large-scale project procurement or supply chain management, with at least 2 years dedicated to overseas projects in the renewable energy sector (PV, energy storage, wind). /ppbr/pp2) /ppProven track record of managing the complete, end-to-end procurement lifecycle for overseas projects, with successful cases as aproject procurement lead or core member. /ppbr/pp3) /pp(For South America Position) In-depth project execution experience in the South America region (e.g., Chile, Colombia, Brazil), with as trong familiarity with the local market, supplier base, and business practices. /ppbr/pp(For CW Europe Position) In-depth project execution experience in the Europe region (e.g., Spain, Italy, Germany, France), with a strong familiarity with the local market, supplier base, and business practices. /ppbr/pp4) /ppPreference will be given to local nationals, permanent residents, or candidates of Chinese descent with extensive local work /ppProcurement SCM Expertise:-Possess category knowledge of procurement packages for Renewable energy power plants, including core equipment (such as PV Modules, mounting systems, inverters, BESS, primary and secondary equipment, etc.) and subcontracting (e.g., EPC/BOS/BOP, and construction works for the field area, power transformation station, Transmission lines, and grid connection).-Mastery of the full procurement lifecycle for international EPC projects, with a solid understanding of supply chain and corporate finance fundamentals;-Knowledge of project construction cost structures, with
