Read and extract HSE requirements from the PCI (Pre Construction Information) relevant to the project and ensure that these measures are implemented throughout the construction phase Review project drawings and the Construction Phase Health and Safety Plan (CPHSP) to identify any foreseeable health and safety (H&S) problems for construction Ensure the required HSE information is displayed in the site office and site is fully compliant with all HSE documentation Prepare the site’s H&S files in accordance with the CPHSP and SMS. Ensure all files are up-to-date at all times. Submit all the H&S files upon project’s completion. Prepare METKA–EGN Risk Assessment and Environmental Risk Assessment for the site H&S files Establish key information required for the emergency plans, power networks, environmental agency, gas network, water, BT, hospital, police, fire and HSE. Prepare the site’s emergency plan. Prepare the site’s HSE induction including all identified hazards. Review the site’s RAMS and either approve or give feedback for amendments Complete the site’s risk assessment and maintain compliance to control measures throughout the construction phase Ensure adequate welfare facilities exist on site at all times. Report defects and liaise with suppliers. Coordinate the hire procedure. Prepare the site’s traffic management plan If required, identify and confirm GS6 protection measures and paperwork with the DNO Ensure that all H&S signage is in place as the site develops. HSE lead in ensuring "safe systems of work" and "safe conditions" are in place around the whole site at all times. Advise on dangerous practices and always provide solutions of best practice. Ensure adequate serviced fire equipment exists on site and site is fully compliant with Fire Reform Regulations. Act as fire marshall and update the fire log. Write and maintain the Site Environmental Waste Management Plan Deal with local authorities and landowners whenever necessary Control of subcontractors H&S through thorough briefings and discussions Manage all site security and banksman, traffic management control Act as site’s first aider and ensure that first aid equipment is suitable and sufficient. Coordinate any emergency procedures required on site, ensure that all relevant parties are informed of any accidents/incidents. Liaise with emergency responders. Conduct accident/incident investigation post incident and produce detailed report showing key findings, root cause and conclusions/recommendations. Responsible for writing HSE reports and advising METKA–EGN when the company is potentially in breach of regulations. Requirements Qualifications Health and Safety holding at least National Examination Board in Occupational Safety and Health (NEBOSH) – minimum of NEBOSH General Certification. Competent First Aider Electrical/Mechanical/Civil Engineering Mandatory construction experience (minimum 5 years’ experience). Experience in energy related projects is considered an advantage Detailed understanding of health and safety engineering and construction issues and processes NEBOSH Construction Cert desirable but not mandatory NEBOSH Environmental Cert desirable but not mandatory NEBOSH Fire Cert desirable but not mandatory ISO9001, 14001, 45001 or OHSAS18001 internal or lead auditor desirable but not mandatory Risk Assessment cert desirable but not mandatory Ability to think analytically, critically assess requirements and select best approach to meeting safety objectives. Very good communication and interpersonal skills at all levels. IT literate with demonstrable Microsoft Office skills Driving license English speaker SITE BASED
